Summary
A score is never a credential. Verified status begins at the human review boundary, is issued by a qualified reviewer, records its limits, and is shared only by the person it belongs to.
Four states that are never mixed
- Practice: low stakes, never evidence.
- Baseline assessment: a gap map, developmental.
- Simulation evidence: performance in a controlled scenario.
- Verified assessment: through the human review process.
Who reviews
A qualified human reviewer with role-relevant expertise, rubric training and a conflict disclosure. A second reviewer or moderator when there is a conflict, and under sampling, quality or appeal rules.
What a verified record asserts
That the person performed the defined responsibility to the stated level under controlled conditions, at the stated Evidence Assurance Level. It records reviewer reference, rubric version, timestamps, scope and limitations.
What it does not assert
It is not a licence or certification, it does not predict job performance, it must not be used to rank or auto-reject candidates, and it says nothing about capability outside the scope assessed.
AI boundary
An AI system must not independently issue, deny, revise or invalidate verified status. It may support simulations, transcription and preliminary observation. It must not infer dishonesty or emotion, score accent, or silently change a human judgment.
Validity and revocation
Each role profile sets its own reassessment rule. Records disclose issue and reassessment dates. Evidence can be invalidated for administration, integrity, legal or correction reasons. Shares are revocable by the candidate at any time.
Sharing in Trial City
Nothing shows on a card by default. The resident chooses nothing, a one-line Passport status, or the domain profile. Employers see only what was chosen, through a link the resident can revoke. Trial City never ranks residents or feeds Passport data into matching or news.
Fees and conflicts
Practice is free; verification may carry a fee; buying training is never a condition of an accurate outcome. Reviewers disclose conflicts and do not review people they have taught or employed.
Limitations
The Passport Office in Trial City opens after this paper's date; until then this paper describes the standard and the Competency Labs implementation, not a live feature in the city.
